Former Kano State Governor, Abdullahi Umar Ganduje, has unveiled plans to establish a voluntary, non-governmental security organization, provisionally named Independent Hisbah or “Khairun Nas,” to absorb 12,000 personnel recently dismissed by the official Hisbah Board of the state.
Ganduje, the immediate past National Chairman of the All Progressives Congress (APC), announced this through the Ganduje Foundation, describing the dismissal of the personnel by the current New Nigeria People’s Party (NNPP) administration of Governor Abba Kabir Yusuf as unjust.
The official Hisbah Board, a religious police force established by the state government, is responsible for enforcing Shari’a law among Muslims in Kano, although its actions have drawn huge criticism regarding human rights and jurisdiction.
The Kano State Hisbah Corps is a government-backed institution that operates under a board of officials, with duties including enjoining what is right and forbidding what is wrong, dispute arbitration, and social services. Hisbah officers are not legally authorized to execute arrests but are mandated to report crimes to the Police Force.
The Ganduje camp alleges that the dismissal of the 12,000 personnel was politically motivated after they refused to switch allegiance from the APC to the NNPP, an allegation the current state government has not formally addressed as at the time this report was published.
The outfit is expected to be headed by former Hisbah Commander-General, Sheikh Muhammad Harun Ibn Sina, and will function as a voluntary organization with roles similar to the official Hisbah.
