Nigeria signed a Technical Manpower Assistance agreement with Saint Lucia on July 2, 2025, in Castries, deploying skilled professionals to Caribbean nations to boost South-South cooperation.
The agreement, signed by Yusuf Buba Yakub of Nigeria’s Technical Aid Corps and Janelle Modeste-Stephen of Saint Lucia, enables teachers, doctors, and agriculturists to serve two-year terms. Nigeria covers allowances, while host nations provide accommodation.
President Tinubu’s directive during his Saint Lucia visit spurred the deal, aligning with his 4D foreign policy: Democracy, Development, Diaspora, and Demography. Over 300 professionals have been deployed since May 2023.
The initiative includes a scholarship program for OECS students to study in Nigeria and visa waivers for diplomatic passport holders, fostering cultural and educational exchange.
Jamaica requested 400 Nigerian experts, with four nurses deployed there and six doctors to Grenada by July 9. Talks continue with Belize and the Dominican Republic.
