President Bola Tinubu has approved the reconstitution of the Nigerian Electricity Regulatory Commission (NERC) Board. Dr. Musiliu Oseni, the former Vice Chairman of the commission, has been appointed as the substantive Chairman, effective December 1, 2025.
The appointment officially ends the bid of Abdullahi Ramat, whose brief and controversial acting tenure was flawed by allegations of assuming office at the NERC headquarters without confirmation from the Senate.
The leadership vacuum at NERC began in August 2024 following the departure of the former chairman, Sanusi Garba. President Tinubu initially nominated Abdullahi Ramat, a former local government chairman from Kano. However, Ramat’s attempt to assume office before Senate confirmation, led to backlash and concerns over regulatory independence.
The President withdrew Ramat’s nomination after the Senate Committee on Power refused to clear him, due to a barrage of complaints and petitions regarding his conduct and suitability for the role.
Dr. Oseni, who joined NERC as a commissioner in 2017, has served as the acting lead of the commission during this transition period. Under the Electricity Act 2023, Dr. Oseni’s chairmanship is to run until the completion of his 10-year tenure at the commission.
His formal appointment is seen by many as a continuity play aimed towards institutional stability as Nigeria begins the full implementation of the Electricity Act, 2023.
Alongside Oseni, Dr. Yusuf Ali was appointed as Vice Chairman. The board also includes returning commissioners Nathan Shatti, Dafe Akpeneye, and Aisha Mahmud, alongside Dr. Fouad Animashaun, a former CEO of the Lagos State Electricity Regulatory Commission.
President Tinubu has charged the team to focus on metering gaps, tariff transparency, and attracting private investment to a grid currently struggling with generation stability.
