The Lagos State Government has entered into a Public-Private Partnership (PPP) agreement with ZoomLion Nigeria Limited, a subsidiary of Ghana’s Jospong Group of Companies, to transform and modernize the state’s waste management and processing infrastructure.
Governor Babajide Sanwo-Olu and Dr. Joseph Siaw Agyepong, Chairman of the Jospong Group, signed the concession agreement during a formal ceremony at the State House in Alausa.
As part of the agreement, two Transfer Loading Stations (TLS) will be constructed at the Olusosun and Solous III dumpsites in Ketu and Igando, respectively. These facilities will enable the diversion of 4,000 tonnes of waste daily to new Material Recovery Facilities (MRFs) to be built in Ikorodu and Badagry. Both dumpsites will be closed and decommissioned. The project also includes the deployment of self-tipping tricycles to improve waste collection in hard-to-reach areas.
Governor Sanwo-Olu described the initiative as a “turning point” for the state, noting that it marks a shift from traditional waste disposal to modern processing and recycling methods. “This agreement will redefine how we manage, process, and recycle waste in Lagos. It’s not just a change in strategy but a complete transformation of our waste ecosystem,” he stated.
The governor emphasized that the project would create over 5,000 jobs and improve efficiency for PSP waste operators. He also highlighted its environmental impact, adding: “From food waste to plastics and glass, materials will now be recycled into reusable products. This opens the door to future opportunities in carbon credits, biodiversity, and biofuels.”
Commissioner for the Environment and Water Resources, Tokunbo Wahab, said the project marks Lagos’s shift from a linear to a circular economy. “We can now begin to generate wealth from what we previously discarded,” he said, noting that the initiative received thorough approval from both the Executive Council and the House of Assembly.
