The House of Representatives has called on the Federal Government to establish a transparent regulatory framework to govern the importation of electric cars, compressed natural gas (CNG) vehicles, and related infrastructure.

The lawmakers resolved that government tax incentives must be linked to investments in local maintenance centres and charging infrastructure.

The House specified that companies importing clean-energy vehicles must possess the technical capacity and infrastructure to support their products, rather than relying solely on import duty concessions.

The resolution followed a motion moved during Tuesday’s plenary by a Lagos State lawmaker, Ademorin Kuye. Presenting the motion, he revealed that matching government policy with infrastructural development will allow Nigeria to encourage local investment and technology transfer by linking import concessions to measurable technical capacities.

While the Federal Government has introduced tax reliefs to drive its energy transition agenda, the Green Chamber stated that the success of this policy depends on the availability of charging stations, CNG refuelling points, and spare parts supply chains.

The House urged the executive arm to establish a transparent licensing process for commercial importers. The lawmakers ordered the National Automotive Design and Development Council (NADDC) to collaborate with the Bureau of Public Procurement, the Standards Organisation of Nigeria, and the Nigeria Customs Service to develop objective assessment criteria.

Under the proposed framework, approved importers will be required to build certified maintenance centres and guarantee warranty support. They must also employ and train qualified Nigerian technical personnel while complying with national safety and environmental standards.
